Tim Spencer

Mr. Spencer joins Compass Municipal Advisors Vice President of Marketing and Business Development.
Mr. Spencer brings over 33 years of experience in public education, including 15 years as a Kentucky School Superintendent, where he led both the Jackson Independent and Menifee County School Districts. His leadership background also includes serving two years as Assistant Superintendent of Breathitt County Schools and three years as State Manager for the Kentucky Department of Education in Menifee County.
A recognized leader in the field, Mr. Spencer served as Chairman of the Kentucky Educational Development Cooperative (KEDC) during 2023–2024 and was honored as KEDC’s Superintendent of the Year for 2020. He has been an active member of the Kentucky Valley Educational Cooperative's Board of Directors and has served for the past two years on the Kentucky Department of Education Commissioner’s Superintendent Advisory Council.
Throughout his distinguished career, Mr. Spencer has received numerous awards and nominations, and he has presented at several state and national conferences. As one of the longest-serving superintendents in Kentucky, he is widely regarded as a mentor and advisor to his peers.
Mr. Spencer has a strong track record of successfully leading school facility improvements, including the passage of two nickel taxes. Under his leadership, his district saw the construction of a new K-7 school building, a modern athletic complex, and a new central office. He also played a pivotal role in collaborating with the local fiscal court to secure funding for enhancements to the county’s baseball and softball facilities.
